Job Summary

St. Patrick Center, a ministry of Catholic Charities, is hiring a Housing Compliance Specialist. The housing compliance specialist will work within St. Patrick Center's Housing program to provide on-going housing administration and related tasks to Shelter Plus Care consumers, among other duties. Moreover, the case manager will conduct intake meetings to educate households on Shelter Plus Care policies and procedures and be responsible for verifying and documenting certain aspects of project eligibility. This position is Monday through Friday from 8:00am to 4:30pm. The salary range is between $40,000 to $50,000.

Job Responsibilities

  • Accept new Shelter Plus Care referrals as assigned.
  • Outreach and engage with newly referred Shelter Plus Care clients.
  • Conduct intake meetings to educate households on Shelter Plus Care policies and procedures.
  • Responsible for verifying and documenting in detail certain aspects of project eligibility. 
  • Annually recertify eligibility for all Shelter Plus Care households
  • Maintain accurate documentation of program eligibility.
  • Conduct Housing Quality Standards (HQS) inspections prior to move-in. 
  • Review and approve lease or occupancy agreement signed between property owner and household. 
  • Prepare monthly log of activities related to administering Shelter Plus Care vouchers. 
  • Responsible for providing housing search/location information to Shelter Plus Care households.
  • Coordinate with service providers, property owners, and DMH Housing as needed.
  • Educate clients on rights and responsibilities as a tenant. 
  • Advocate for clients during the housing placement process. 
  • Maintain a complete file record of each household enrolled in Shelter Plus Care. 
  • Link client with internal and external resources, enabling as much self-sufficiency as possible. 
  • Coordinate housing stability meetings with the Department of Mental Health as needed. 
  • Attend monthly Housing Center meetings. 
  • Use personal vehicle to conduct community-based housing inspections. 
  • Implement and meet the standards of Housing First model.
  • Network and build relationships with community partners. 
  • Complete departmental goals as outlined by grants.
  • Collaborate with other members of the Housing program. 
  • Update internal and HMIS database daily to document services provided and client progress. 
  • Conduct quarterly internal file reviews. 
  • Assist with agency-wide and seasonal projects as needed.
  • Responsible for agency policy regarding work hours, building security, and all written personnel standards. 
  • Other duties as assigned.

Job Requirements

  • Bachelor’s degree in related field, Certified Peer Support Specialist, or equivalent experience 
  • Knowledge of housing resources and housing application process 
  • Familiar with MO Tenant-Landlord Law
  • Understanding of mental illness and substance use 
  • Experience with trauma-informed services
  • Knowledge and understanding of community agencies. 
  • Knowledge of federal, state, and agency policies of confidentiality 
  • Excellent communication skills • Crisis intervention expertise 
  • Self-motivation 
  • Respect for clients and staff 
  • Sensitive to cultural diversity 
  • Able to work in team atmosphere. 
  • Detail-oriented 
  • Moderate computer skills

 

REQUIRED

  •  Requires driver license (MO residents require Class E) 
  • Requires reliable vehicle. 
  • Requires valid and current auto insurance. 
  • Work a minimum of 37.5 hours a week

Pre-Employment Screening
