Job Summary

 

Job Title: Apartment Manager
Reports To: Housing Operations Manager
Ministry: Cardinal Ritter Senior Services
Salary Range: $47,000–$55,000 annually, based on experience


Position Summary

The Apartment Manager oversees daily operations of HUD-subsidized senior housing communities, ensuring a safe, well-maintained, and supportive living environment. This role works closely with staff, residents, and external partners to promote residents’ health, independence, and dignity through personalized care and quality management.


Key Responsibilities

  • Manage on-site operations, supervising office, maintenance, custodial, and service coordination staff
  • Coordinate tenant move-ins, inspections, and unit readiness in partnership with the Housing Operations Manager
  • Oversee tenant selection, lease execution, rent payments, and non-payment follow-up
  • Review documentation for accuracy and ensure HUD compliance
  • Monitor maintenance work orders, supply purchases, and cleanliness standards
  • Perform property inspections, accompany external audits, and support emergency protocols
  • Track building budgets and code expenditures for weekly payment submission
  • Hire, train, and evaluate site staff; monitor e-time approvals
  • Support Resident Council, Floor Captains, and community engagement efforts
  • Promote consistent implementation of policies, safety initiatives, and compliance practices
  • Attend required CRSS training, meetings, and in-services
  • Other duties as assigned

Qualifications

  • Associate degree in business, accounting, or related field preferred
  • HUD-related certification (e.g. Quadel) required or must be obtained within 2 training sessions
  • Minimum 2 years’ experience in residential or apartment management preferred
  • Familiarity with HUD and EIV systems strongly preferred
  • Proficiency in Microsoft Office, especially Word and Excel

Accountabilities

  • Responsible for maintaining resident satisfaction, regulatory compliance, and operational efficiency
  • Supervises site staff and coordinates with multiple departments
  • Manages annual operating and activity budgets; ensures accurate financial reporting
  • Oversees property conditions, supply inventory, and audit readiness
